Delaware's inspection-services page provides food-establishment plan-review and permit resources. Ask the Office of Food Protection which packet fits a new restaurant versus a change of ownership.

Give the reviewer the street address, proposed menu, service model, floor plan, equipment list, and whether you are building, remodeling, or buying an existing operation. Ask which work must wait for approval and what will be needed before an opening inspection.

Business setup in Delaware

The SBA's state directory lists Delaware Department of State as a registration starting point. Select the route for your entity type and business name; a trade name, an LLC filing, and an occupational license are different tasks. Coordinate premises work and contractor credentials

Delaware construction registration is separate from business licensing and hiring reports. Review the Office of Contractor Registration process before beginning construction services.

Resolve alcohol, staffing, and coverage separately

If alcohol is part of the concept, contact the state alcohol authority and the local licensing office about the proposed location and service. Ask about the application route, supporting documents, and any ownership transfer. A food approval does not establish permission to sell alcohol.

Prepare the staffing plan and confirm payroll, required training, and workers' compensation questions with the relevant advisers. Give the insurance broker the possession, construction, training, and opening dates so the conversation covers the activities before the first public service.

How to get your first customers and local referrals

Build local demand around the service you can deliver: dine-in visits, takeaway, office meals, or catering. Set up clear menu, location, ordering, and opening-hours information, then approach nearby businesses with a specific offer. Keep launch dates tentative until required approvals are complete.

Real estate agents can be contacts for open-house catering or new-neighbor recommendations. Property managers (PMs) can connect you with tenant events and nearby office communities. General contractors (GCs) and other local employers may need crew lunches or meeting meals. Ask about the actual need, ordering lead time, headcount, budget, and delivery access; these relationships are prospects, not guaranteed accounts.

Arrange insurance before pitching an insured catering or event service

Get appropriate insurance in place before presenting the restaurant as an insured vendor. Tell your broker about off-premises catering, delivery, events, and alcohol service if offered; a policy for one operation should not be assumed to cover every expansion.
